STATE GUIDE

California gun laws & transfers

Official research sources and developing guidance for California.

Research draft · Legal review pending

Research draft, not an individualized legal determination. Sources collected 2026-09-17; no legal review date has been assigned. Collection date does not establish when a law took effect or whether it remains in force.

California: first requirements to check

California DOJ’s FAQ describes dealer processing through the Dealer’s Record of Sale (DROS) system and a 10-day waiting period. It also says purchasers must present a Firearm Safety Certificate or proof of an applicable exemption before DROS submission.

This is an initial research note, not a complete eligibility checklist. Check current requirements, exceptions and pickup timing with the official source and receiving dealer.

California: where the research starts

We collected ATF’s 2025 compilation for California: 39 pages, with 618 distinct linked references. It indexes state laws and, where included, local ordinances. It is not a complete or automatically current statement of the law.

Research still to complete

Before this becomes a finished state guide, each topic needs current primary-source citations, effective dates, exceptions and review:

  • Purchase eligibility and transfer requirements
  • Identification, residency, permits and forms
  • Background checks and waiting periods
  • Private-party and interstate transfers
  • Possession, transport and local requirements
  • Recent amendments and court orders affecting enforcement

An unanswered topic means research is pending, not that there is no restriction.
